CAD is a category to describe all sorts of LEGO related Computer Aided Design software. It is a broader category than the category:LDraw since it encompasses things like Track Designer that work with track, buildings, baseplates and tables, things like POV which although non LEGO specific, is widely used for rendering (after conversion), and things like LEGO Digital Designer a semi-LDraw compatible CAD program available directly from LEGO.
